What an accredited service provider (ASP) does in UAE e-invoicing
An accredited service provider (ASP) is a Peppol service provider that the UAE Ministry of Finance has accredited under Ministerial Decision No. 168 of 2026. It sends and receives your e-invoices and reports their tax data to the FTA. The Ministry's list had 84 ASPs when we counted it on 4 November 2026. Vattora is not one of them.

What is an accredited service provider?
An accredited service provider (ASP) is a company that the Ministry of Finance has accredited to provide e-invoicing services in the UAE: sending, receiving and exchanging e-invoices and electronic credit notes over the Peppol network. Under Ministerial Decision No. 168 of 2026, an applicant must already be an active Peppol-certified service provider that has passed the OpenPeppol conformance tests (Art. 4(1)(a)), and a service provider may provide these services in the UAE only after it is accredited (Art. 3(1)).
In the five-corner model of the Ministry's Guidelines, your ASP is corner 2 when you sell and corner 3 when you buy. As the supplier (corner 1), you submit invoice data to your ASP in an agreed format. The ASP validates it, converts it to the UAE XML e-invoice when needed, sends it to the buyer's ASP and reports the tax data to the Federal Tax Authority (corner 5); the confirmations come back to you through your ASP (§5.1).
How many accredited service providers are there?
84. That is the number of entries on the Ministry of Finance list when we counted them on 4 November 2026, in both the English and the Arabic version. The Ministry says it updates the list periodically to include newly accredited providers, so the number will change: open the list itself before you rely on it.
Publishing it is a legal duty: MD 243/2025 asks the Ministry to publish the list (Art. 5(2)), and MD 168/2026 to publish the details of each provider it accredits (Art. 13(1)(b)). The list gives each provider's company name, accreditation number, website and contact details. We link to it rather than copy it, so you always see the Ministry's current version.
How do I check that a provider is accredited?
Go by the Ministry's own list, not by a logo or a sentence on a provider's website. Four checks:
- Find the company on the Ministry's list and note its accreditation number.
- Make sure the legal entity that signs your contract is the one on the list. MD 168/2026 lets an ASP use a product owned by another company and outsource parts of its service, while it keeps full responsibility (Art. 4(2)(a)), so the brand you meet in a demo and the accredited company may differ.
- Check in EmaraTax too: the Guidelines describe an E-INVOICING tile that shows the list of ASPs when you start onboarding (Appendix 1, §13.2).
- Remember that accreditation is not permanent. It lasts 2 years from the grant (Art. 13(3)); the Ministry can terminate it, and a terminated provider is removed from the central register within 5 business days of being notified (Art. 16). Check again before you renew your contract.
What does an ASP do, and what does it not do?
The Guidelines list the ASP's tasks: onboard you onto Peppol and help with integration and testing, give you your Peppol Peppol Participant Identifier once onboarding is complete, exchange e-invoices securely, report the tax data of each e-invoice to the FTA, always use the latest version of the e-invoice specifications, give technical support, and tell you and the FTA about service disruptions, then send the delayed e-invoices once service is back (Appendix 3, §15.4). The ASP also keeps technical logs of every exchange (Appendix 4, §16.2.1) and tells you, without undue delay, when your e-invoice data has reached the FTA (§16.2.4).
What stays with you is the obligation itself. The Guidelines' table of responsibilities puts calculating the invoice values and collecting your buyers' Participant Identifiers on the supplier, and notes that the compliance obligation remains with the supplier even when an ASP carries out the exchange (§5.2). Storage can be delegated to an ASP by contract, but the legal duty to keep the records stays with you (Appendix 4, §16.2.2).

What if my accounting software company is also an ASP?
Some accounting and ERP software companies appear on the Ministry's list themselves, so your software may offer its own e-invoicing route. That can be the simplest path, with one contract. Two things are worth checking. First, the Guidelines leave the choice of ASP to you (Appendix 1, §13.2), and each business onboards with one ASP for all its e-invoicing, so the ASP you pick will receive all the invoices you issue, including those from your other systems if you run more than one. Second, ask the questions from the Ministry's own checklist: is the e-invoicing product the provider's own or a third party's, and who gives the support (Considerations, §3.2.1)?
How do I appoint my ASP?
The Guidelines set out the steps (§9 and Appendix 1). Onboarding is started by you, not by the ASP, through EmaraTax:
- Check that your company details in EmaraTax, such as your trade licence, address and contacts, are up to date (Appendix 3, §15.3).
- If your business is not registered with the FTA for any tax, generate a TIN in EmaraTax; if it is, your TIN is the first 10 digits of your TRN (§13.2(c)).
- Choose an ASP from the Ministry's list, sign the contract and settle its commercial terms; the Guidelines put this before onboarding (§13.2(a)).
- In EmaraTax, the account admin opens the E-INVOICING tile, selects the ASP and continues on the ASP's portal (§13.2(b)).
- Your ASP gives you your Participant Identifier when onboarding is complete. Then agree with it how invoice data will reach it, and test before you go live (§9, Steps 2 and 3).

By when must you appoint one?
With revenue of AED 50 million or more, you had to appoint an ASP by 30 October 2026, and implement e-invoicing by 1 January 2027. With revenue under AED 50 million, appoint by 31 March 2027 and implement by 1 July 2027. Government entities appoint by 31 March 2027 and implement by 1 October 2027 (MD 244/2025, Art. 5(1), as amended by MD 66/2026).
Not appointing an ASP falls under row 1 of the penalty table annexed to Cabinet Decision No. 173 of 2026, which comes into force the day after its publication in the Official Gazette (Art. 5). The texts do not say from which date a missed appointment deadline counts; ask your ASP or tax adviser. The amounts are on the penalties page.
Can you change your ASP later?
The texts do not set out a step-by-step switch. The Guidelines say changes in your circumstances are updated with your ASP through the reverification and offboarding processes in EmaraTax (Appendix 1, §13.5). MD 168/2026 covers the provider's side: an ASP that wants to stop must first offboard all its end users (Art. 16(1)(a)), and if its accreditation is terminated, it must tell you within 5 business days of being notified (Art. 16(3)).
Before you sign, put the exit terms in the contract: the notice period, the handover of your e-invoice records, and support until the new ASP is live. Whatever the contract says, keeping your e-invoices for the period of the Tax Procedures Law stays your duty (MD 243/2025, Art. 11, as replaced by MD 197/2026).
What should you ask an ASP before you sign?
The Ministry publishes its own checklist, Considerations for selecting an Accredited Service Provider (version 1.1, 28 October 2026). In short:
- How long has it provided e-invoicing services, been a Peppol service provider, and been an ASP in the UAE? (§3.1.1)
- Is the e-invoicing product its own or a third party's, and who gives the support? (§3.2.1)
- How does it take data from your ERP or accounting system: API, data formats, integration support? (§3.2.2)
- How are your e-invoices and credit notes kept for the legal period and produced to the FTA on request? (§3.2.2)
- Support response times, service levels for availability, the pricing model and any extra fees (§3.2.4 and §3.2.5).

Does an ASP have to provide any services free of charge?
Yes, a fixed allowance. To be accredited, each ASP declares that it is committed to providing 100 free e-invoice exchange and reporting services a year to each end user, counted from the date that user's agreement is signed (MD 168/2026, Art. 9(4); Considerations, §3.2.5). Beyond that, the Ministry's checklist tells you to ask about the pricing model and any extra fees (§3.2.5).
What changed in 2026
Since 1 October 2026, accreditation is governed by Ministerial Decision No. 168 of 2026, which repealed MD 64/2025 and its amendments (Art. 18 and 20). Providers pre-approved under MD 64 had 30 days from that date to complete accreditation, or lose the pre-approval (Art. 19). The Guidelines V2.0 and the Ministry's list now cite MD 168.
Where Vattora fits, and when you do not need it
Vattora is connector software. It is not an ASP, it is not on the Ministry's list, and it is not affiliated with the Ministry of Finance or the FTA. It works on your side of corner 1: it reads posted invoices from your accounting system, builds each one as a checked PINT AE e-invoice and hands it to the ASP you appointed (see how it works). Vattora connects to the ASP you choose through that provider's API; each link is built and tested in the provider's test environment before your first real invoice. You do not need Vattora when your ASP's portal, or your accounting software's own e-invoicing route, already sends every invoice you issue.
